Executive Document No. 32 of President James Buchanan, communicating to the “Senate the correspondence between the judges of Utah and the Attorney General or the President, with reference to the legal proceedings and cognition of affairs in the Territory of Utah,” read on April 4, 1860.

The text contains an argument that the governor alone should have the authority to station troops in any Utah city after federal troops were stationed in Provo, as well as an admonishment by Attorney General J.S. Black that Utah judges should prosecute with no distinction between gentile and Mormon, white man or Indian, but to uphold the duties of their office in fairness. It also covers court proceedings against deserters and much more.
