From a Wikipedia search we find: "Jean-Gilles du Coëtlosquet was a French ecclesiastic, bishop of Limoges and preceptor to the grandchildren of Louis XV. Chancellor of Bourges, he served as bishop of Limoges from 1739 to 1758 but left behind no written works and little is known of his life. It is known he was a modest and sincerely pious man, which earned him an appointment as preceptor to the duke of Burgundy, who died in 1761 aged 9, then to his brothers, the future Louis XVI, Louis XVIII and Charles X. He was elected a member of the Académie Française in 1761."

Using the Google Translate feature the Latin document likely reads: "OANNES-ÆGIDIUS DU COETLOSQUET, by Divine Mercy, and by the grace of the Apostolic See, Bishop of Limoges, to the King of all Councils: We make known to all, that on the date of these presents, in the church or chapel of our Seminary, celebrating the Mass in Pontificals and the sacred Orders, we have decided to promote and have promoted our beloved M. Ludovicum Du Beyrat de la Boucherie, of our diocese, a duly titled acolyte, found to be sufficient and suitable for the sacred Order of Subdiaconate, with the Lord's consent, ritually and canonically.

Given at Limoges under our seal and signature and that of our secretary, in the year of the Lord one thousand seven hundred and forty-four, on the twenty-ninth day of the month of February, the Sabbath of the four times of Lent.
